Best Exporting Settings for Vimeo

Greetings to all the community.

I'm preparing a video on PR CS6 to be uploaded on Vimeo, and I want to render it in a format that they suggest for HD.

My sequence settings are:

1280x720 (1.0), 30 fps, Progressive, 00:10:57:25

44100 Hz, Stereo

It's a tutorial. I recorded my screen on Camtasia and got a mp4 file that I imported to PR. I added an AE Project intro/ ending as well as jpg still images to the project.

Since Vimeo suggests H.264, I selected the Vimeo HD 720P 29.97 preset which is set the following way:

-------------------------------------------

Output:

videoname.mp4

1280x720, 29.97 fps, Progressive

Level 3.1

VRB, 2 pass, Target 5.00Mbps, Max 5.00Mbps

Keyframe Distance: 30

ACC, 320 kbps, 44 kHz, Stereo

Maximum Render Quality is off.

-------------------------------------------

The problem is that when the video has been already rendered, the Data rate in the Properties Details is 1312 kbps, and when I tried to upload it to Vimeo, they told me this:

Just a warning…

We have some recommendations for this video:
This video's datarate is only 1312kbps, which is lower than what we recommend and means your video might not look as nice as it should. For HD video, we suggest you use a higher datarate, typically 5000kbps. Learn more about our recommended HD settings.

What can I do to up the bitrate?

The settings are according to what Vimeo says

(VRB, 2 pass, Target 5.00Mbps, Max 5.00Mbps), so I don't know what to do.

I checked the Maximum Render Quality box, but the video data rate dropped to 1306 kbps.

What would be the consequences if I up the target and max Bitrate?

What is the idea of having a preset that is not going to be the one that best suits the site?

I checked info on their site and they say..

Can you recommend some encoding settings for HD?

We recommend using the H.264 codec at size 1280×720, bit rate 3000-5000 kbits/sec (optimized for 'download'), key frame every 30 frames (frame reordering on), using whatever frame rate you shot in. For sound, use AAC at 128kbps in stereo.

You can watch exporting tutorials for Vimeo and read our full recommended compression settings here.

On the tutorials, the settings they use are pretty similar to the ones in the PR preset.

But if I up the Target and Max Bitrate above 5, wouldn't it contradict all the approach?
