GPU and rendering speed

hi

i have the following system specifications and graphic card, my requirements/process is as follows-

01. I am encoding blurays 1080 59i, the source is over a network . The networking speed is 1 GBps.

02. The gpu is not going above 12% -20% while the rendering is taking place.

03.The cpu is at 100% usage.

04. Software used - adobe premiere cs 6 and windows 7 enterprise

 

Now the questions are-

01. Why is the gpu not getting used completely? What settings should i change or compatibility issues?

02. What kind of time frame are we looking at for rendering with the following specs of the system-

                                 Sequence Settings : Rovi Total Code - Bluray 1080 60i 29.97 fps

Footage Lenght : about 1 hour 30 minutes

Output : 

  Media Encoder : MPEG2 Bluray 

   Video : NTSC, 1920x1080 , 29.97fps , quality 4.0 , lower

    Audio : PCM, 48 KHz ,16-bit, Stereo

Encore Settings - MPEG2 Bluray High Quality
