File size 352x288 but imports to Premiere as 16x96

Hi!

I converted an AVI to an MP4 in Handbrake because when I imported the AVI to Premiere it told me "Unsupported format or damaged file.". The MP4's file size is 352x288 but when I import it to Premiere it becomes 16x96. I tried importing the mp4 to After Effects but it keeps telling me "After Effects error: overflow converting ratio denominators. ( 17 :: 18 )". What's the problem? How can I fix it?
