Rendered footage in timeline looking blurry, compared to un rendered

So recently on a project I was finishing up working on I noticed the clip looked like it was out of focus/blurry but I didn't remember it being out of focus the first time. I then went to add some color correction and noticed instantly after the first adjustment it was clear as day. At first, I thought it was my corrections that did the trick. But then i started noticing other footage that was blurry and tried fixing them. The first adjustment I did to every clip I was noticing made it clear and not blurry anymore. Then I noticed it once I rendered it all, it went back to be blurry. Why is this happening? Here are examples of the same exact clip, one rendered and one un rendered.
