h.264 choppy render/export

Hey everyone,

So I'm trying to render out an edit that I made but I'm getting random choppy feedback.  The original footage is shot in 60p.  I have posted the first 5 shots on vimeo.  Shots 2, 4, and 5 are all set to 40% speed to bring them down to 24 fps.  Shots 2 and 4 work fine and the beginning of shot 5 is fine but then starts repeating each frame once.

My render settings are basically just h.264 set to the Vimeo 720p setting.  Then I changed it to the 2.40:1 ratio.  And an even 24fps. 

Please help me.  I've been stuck on this for a while and now I'm trying to reach out to new forums to get help.
