I've had PP for almost two years now and it's generally not been too problematic, but recently I've encountered a problem that's completely stopping me from using it.
I'll apologise in advance if I've not quite provided enough information, but I've tried to make sure I cover everything.

- Windows 10 Pro (ver 10.0.17134)

I was using what I thought was 12.7 or 12.8 for the last couple of years (though I can only reinstall 12.1.2 now so I might have that wrong), just never got round to updating and auto-update was off. I was cleaning some space on my laptop a little while ago and realised that PP might be installed on my tiny C drive instead of my much larger D drive on my laptop, so I uninstalled and re-installed to the D drive, and didn't realise I'd installed the newest version (13.0.1 or 13.0.2 I think). Didn't think it was a big deal, but when I tried opening an older project, playback was completely glitching out and exporting produced the same errors;
- Footage gets stuck on a frame for about a second, then either jumps forward or back by anywhere between 1 and about 4 seconds. This is sometimes consistent and sometimes completely different on every playback, and sometimes happens where it didn't before.
- Audio is out of sync with footage by 1-4 seconds after the frame hold, but changing where playback starts from can sometimes reset it to being in sync again. There appears to be no dropped frames (I turned on the indicator), but it will still slowly end up out of sync again.
- When exported, footage has a consistent effect related to the above. It's the same every time you play the exported video, but it's different every time you use playback in PP.
- There's somewhat of a cumulative effect; it starts off simple, but the more I move playback around and stop and start the video, the worse the effect gets. It still exports the same, though.
The general gist of the issue is that playback in PP inconsistently shows weird sync issues, usually leaving the video to play about 2 or 3 seconds before the matching audio.
This happened after I uninstalled ver 12.x and reinstalled the newest version (13.0.1 or 13.0.2 at the time). I've since tried uninstalling and reinstalling both the new version, and my old version, but both have the exact same errors. There is no jumping around of the time marker in playback, it's just the playback footage that glitches out. I've also started getting 'red frames' again, an issue I had way back when I first started using PP, but that I fixed around the same time.
Older version is fine, but when I open 13.0.x versions, it also gives me this error.

I updated my drivers when I got this before and they're (as far as I know) totally up-to-date now, but it's still giving me this message. It also wasn't giving me this message the first few times I used 13.0.x, and never gave it to me on 12.x before.
I've been searching to an answer for this for a while and have seen lots of issues that are similar, but not the same, so here are a few things I've tried already.
- 'Soft' reinstall (from the CC manager)
- 'Hard' reinstall (including CC manager, all adobe programmes, any files left kicking about)
- All older versions that can be installed from CC manager currently
- Using the spanner icon near playback window and disabling 'Enable Transmit'
- Changing 'Automatch time' in Audio to '0.001 seconds' (don't even know what this does but when I first tried it it looked like it worked, then made the video play 2 or 3 seconds BEFORE the audio instead of after)
- Replacing all footage in previously saved projects (the effect happens with all new footage as well, and on brand new projects)
- Changing 'Audio Hardware' settings, ie. changing default mic/speaker devices
- Changing default FPS display or playback settings etc., including checking for dropped frames (usually shows none, occasionally but inconsistently drops a few sometimes in playback)
- Clearing all media cache files
- Setting media cache location to my larger, spacier D drive (instead of default C drive)
- Optimising rendering for memory or performance (tried both)
As for the video files themselves, I've been working with screen-capture footage from OBS. I have a few different types of footage (different cameras) I haven't tried yet but I doubt it's OBS specifically because this footage has all worked before. It's affecting even new files and projects, but before this issue I'd been working on this video for about a week with no problems whatsoever - then I decided to reinstall and it's all gone kaput. For reference, here's the information on the main footage;
